The Inca Empire and… Colombia

Only the most southern tip of Colombia was in the Inca Empire. It included the Pasto people who, on the whole, were extremely poor. Hence, they were charged taxes in the form of lice. This meant they were still working for the state but weren’t starving in order to pay taxes. Moreover, removing lice was a useful occupation. The Empire didn’t want subjects riddled with lice.
